About the Author
Malcolm K. Sparrow is a professor at Harvard University's John F. Kennedy School of Government. Formerly a Detective Chief Inspector with the British police service, he specializes in issues of enforcement strategy, regulatory compliance, risk control, and intelligence analysis.
