About the Author
Michael E. Milakovich is professor of political science at the University of Miami, Coral Gables, Florida. A life member of the American Society for Public Administration, he serves as an expert witness in state and federal courts and advises public and nonprofit organizations on policy analysis and quality improvement strategies. He is a member of the board of directors of the National Center for Public Productivity. His articles have appeared in the "American Review of Public Administration," "International Public Management Review," "Public Administration," "National Civic Review," and the "Journal of Health and Human Resource Administration." He is the author of IMPROVING SERVICE QUALITY IN THE GLOBAL ECONOMY (2006), FLORIDA STATE AND LOCAL GOVERNMENT (1993), and U.S. VS. CRIME IN THE STREETS, with Tom and Tania Cronin (1981). He has consulted with various judicial, governmental, and health care agencies both in the United States and abroad. George J. Gordon is professor of political science at Illinois State University at Normal and is active in political and civic affairs. He served as a Democratic presidential elector from the state of Illinois in 1992 and was elected to the McLean County Board in 1996. He also served as section head of the Public Administration Section at the 1997 Convention of the Midwest Political Science Association. His articles on federalism and intergovernmental relations have appeared in "Publius: The Journal of Federalism," "Public Administration Quarterly," and the "Journal of the American Planning Association."
