Leading paleontologist Wolberg and private practice lawyer Reinard get an A++ for authoring this premiere manual incorporating all state and federal laws governing the exploration and collection of specimens on public lands as a hobby, business or profession. Three major areas of collecting covered are: 1) terrestrial and marine archeology (including ship salvage), 2) fossils and minerals (including gold-panning, recreational mining and cave exploration), and 3) wildlife and plant specimens. Although the legal jargon throughout can seem like big brother controlling nature, an initial quick read-through can bring some understanding of the bigger picture of specifics occurring across the nation. The laws are broken down into federal and individual states, with appendices listing all governing and affected agencies (e.g. Bureaus of Indian affairs, Archaeological Resources Protection Act of 1979, National Parks and Monuments, and the Antiquities Act of 1906). Also, a most impressive part of this compendium are the endangered species lists of mammals, amphibians, reptiles, invertebrates, birds, fish and flowering and non-flowering plants. It is clear that the authors put extensive work into this well-researched and documented tome. This reference guide is a must for every naturalist, hobbyist, academic, hiker, or corresponding vocational employee, and would be a welcome addition to the collections of public libraries.

Each category is divided into two chapters that review federal state laws separately. Information is provided about regulations and mandates, central authorities and agencies that administer permits, qualifications for acquiring collecting permits, penalties and fines for violating statutes, and addressed to contact for obtaining permission from federal and state agencies. Laws regarding gold-panning, caving, gemstones, metal detectors, and recovering underwater archaeological artifacts also are covered....The book's nine appendices supplement the collecting requirements that are discussed in the previous chapters....This book is a valuable reference for hobbyists, students, and professionals and should be consulted prior to any collecting expedition. Legal jargon is kept to a minimum....
