Many new innovative approaches to facilitywide environmentalmanagement are emerging throughout the private sector. Commer-cialfacilities have found that such activities make good businesssense, with benefits that include cost savings and improved opera-tionalflexibility. Department of Defense (DoD) installations havealso started implementing and benefiting from such approaches.Leading commercial firms that have successfully implemented inte-gratedapproaches to facility environmental management can offerDoD useful insights.This report documents a study that analyzed industry facilitywideenvironmental management to find implementation insights forDoD and its installations. This analysis integrates information aboutthe broader evolving environmental policy context, literature aboutfacility environmental management implementation, and two best-in-class facility cases studies, Procter & Gamble Paper ProductsCompany Mehoopany, Pennsylvania, facility and the Walt DisneyWorld Resort facility in Orlando, Florida.This activity is part of a larger study for DoD that examined environ-mentalmanagement in four key areas: integrated facility manage-menton installations, weapon system development and modifica-tion,depot-level logistics processes, and management of cleanupprograms. The objective of this research was to help DoD redesignits environmental security program and related processes to meet itsenvironmental obligations with greater economic efficiency to pro-moteDoD's core national security goals. Related reports includeResetar, Camm, and Drezner (1998), Drezner and Camm (1999),Camm (2001), and Camm et al. (2001).This report may be of interest to defense as well as other public andprivate sector installation managers, environment management pro-fessionals,and environmental policymakers.The Office of the Deputy Under Secretary of Defense for Environ-mentalSecurity sponsored this research. It was performed in theAcquisition and Technology Policy Center of RAND's NationalDefense Research Institute, a federally funded research and devel-opmentcenter sponsored by the Office of the Secretary of Defense,the Joint Staff, the unified commands, and the defense agencies.
